Technology highlights for October included:
- Anthropic opened a Singapore office.
The company also expanded its Cyber Verification Program (CVP), which makes advanced cybercapabilities and reduced blocking classifiers available to qualifying security professionals. The program now consists of three access tiers, which allow security teams to apply for the level of access that best suits their work. Each tier includes access to Anthropic's most capable models and new models moving forward. Interested customers can apply here.
- Australia's Digital Transformation Agency released an AI Reference Architecture, giving Australian government agencies a shared foundation for designing and governing AI systems. New Whole-of-Government Cloud Computing Guidance was released the same month to support informed decisions about cloud adoption, strengthening capability, and managing cloud services effectively.
- Binance reported a security incident with US$6.3 B affected. The company said user funds remain safe, and that it will absorb the financial impact of the stolen funds.
Javvad Malik, Lead CISO Advisor, KnowBe4 said: "The Binance incident yet again shows the most catastrophic breaches rarely exploit exotic zero-days in core protocols but instead hinge on privileged access failures. In plain terms, the breach reportedly began when attackers compromised an engineer's laptop, which served as a stepping stone into internal infrastructure.
"For company leaders, the lesson is straightforward: trusting your outer perimeter is no longer enough, and no single worker or machine should ever hold the keys to the entire kingdom. Leaders need to build walls between everyday work laptops and core financial systems, require multiple independent people to sign off before large amounts of money can leave the building, and set automatic spending caps that immediately freeze suspicious, high-volume transactions before the damage is done."
- Faraday Energy, a Singapore-headquartered infrastructure-as-a-service provider, has committed S$100 M to support the deployment of solutions in Singapore and overseas, including in buildings and data centres. Enterprise Singapore will connect promising local companies with Faraday to help them tap on the funding and bring more solutions to market.- Google introduced Gemini 4 Carbon, a frontier model with state-of-the-art cybersecurity and long horizon capabilities. Long horizon tasks require multiple steps without losing the context over time, and typically require more time than short horizon tasks.
- OpenAI introduced a GPT‑6 model with Intelligent UI, which enables ChatGPT to respond with elements like graphics, tappable buttons, forms, charts, and other interactive experiences.
- The PHP Foundation announced fixes for two critical vulnerabilities that "under the right conditions, allow an unauthenticated attacker to execute code on servers running PHP". "If you run PHP, it is imperative that you update now," the organisation said, sparking a slew of websites going dark until patches were applied. PHP runs many websites and apps.
OpenAI disclosed that its GPT 5.6 Sol had been involved in the discovery process and commented: "Given the severity of these flaws and PHP’s widespread use, we consider this one of the most impactful security issues in recent memory. It highlights how AI can uncover security flaws with Internet-scale impact, but the same capabilities can also help attackers rapidly develop offensive tools and exploits."- The Monetary Authority of Singapore (MAS) issued Guidelines on Artificial Intelligence (AI) Risk Management to support responsible AI adoption in Singapore’s financial sector. The guidelines set out supervisory expectations for financial institutions (FIs) to manage risks arising from AI use, while allowing them to tailor their approaches according to their risk profiles, including the scale and nature of their AI use.
The Infocomm Media Development Authority (IMDA) announced three new initiatives to strengthen AI safety and resilience:
- The Starter Kit for Testing Agentic Systems for Safety and Reliability
- The AI Tester Accreditation Programme (AI TAP) by AI Verify Foundation, with the first five testing firms with accreditation announced: AIDX Tech, Knovel Engineering, PwC Singapore, Resaro, and Vulcan
- The Frontier AI Resilience and Security Taskforce (FAIRS)

The Cyber Security Agency of Singapore (CSA) released Singapore’s Cybersecurity Strategy 2026, which sets out Singapore’s approach to strengthening national cyberdefence, securing the wider cyberspace, preparing for emerging technologies, and building a resilient cybersecurity ecosystem and workforce.
Enterprise Singapore and the Building and Singapore's Construction Authority (BCA) will partner The GEAR by Kajima to establish Startup CoLab EAI, a construction-focused startup accelerator for embodied AI.
Startup CoLab EAI will help startups build and commercialise new capabilities, and attract complementary global tech partners to Singapore.
On the applied tech front, the Singapore Agency for Science, Technology and Research (A*STAR), launched MARVEL-AI, an initiative to change the speed and scale of materials innovation. AI is used to accelerate materials discovery, experimentation and validation towards real-world industrial applications in areas such as semiconductors, advanced manufacturing, energy and chemicals.
In Singapore, a new Google Research hub and initiatives to support frontline clinicians, advance research, and help Singaporeans live healthier lives was also announced.TechTrade Asia is looking out for comments on tech-related events occurring in November. Please send them before 1 December.
